I suggest you abandon the idea of "cycling" altogether. Set your interface at 9600 and "lock" the speed (S66=1). Let your Telebit speed-adjust with its counterpart. My TB+ worked like a champ under Xenix 2.3.2, still works (unmodified) under SCO ODT, whether interfacing to my NEWS feed (running TB+ as well) or to my home box (2400 baud Hayes-compatible).
