The only public domain version of Spice I'm aware of is from Berkeley. You have to fill out forms stating you won't do things like export the code from the USA, etc. You can get all the forms via ftp from shambhala.berkeley.edu in pub/spice-doc. I know that versions 2g6 (the famous FORTRAN version) and 3c1 (the C version that supports IBM PCs and mainframes, Unix boxes and X11) are both available.
