Yes, it is compatible.  We are in the process of installing Netware,
running Windows 3.0 with DOS 4.01.  There have been problems but they
seem to have been solved.  Right now the only problem I am having is
that a DOS session started from Windows seems to lose all environment
information.  Often, running "set" shows several lines of garbage,
extended characters.  Anybody else encounter this problem (and,
hopefully, solve it)?
