Have you set up enough environment space in the config.sys file? 
shell=c:\command.com /p /e:1024
will reserve 1024 bytes for environment space.  BTW any environment variables
set in a DOS shell will not be available to the shell, but may be reflected
in the DOS session when windows is exited.
