The Utah Raster Toolkit now supports (converts to/from) the PBMPLUS format.
The conversion program(s) require the existence of both the URT library
and the PBMPLUS libraries (libpgm.a or libppm.a).  Consequently, one
cannot just send the conversion routine itself, but the library source
as well.

I know that this response does not answer your question directly, but it
may help you to decide what to do next.
