Please e-mail me if you have, or have knowledge of a programmable
User Agent.

Intended applications: wish to interface data producers, such as
radars that have automatic acquisition functions to networks.
Radar outputs track reports which I wish to pack up into X.400
envelopes for delivery to destinations.
     Second example is database query over internet.  Need a UA to
present incoming database inputs and queries from internet to dbms.
And vice versa.
