You're getting the Black-Belt HAM-E board mixed up with DCTV.
 
DCTV does full 24bit color.  They haven't stated any pixel resolution, just
that it's NTSC, which is measured in MHz...something like 5-5.5MHz
 
The HAM-E box is an entirely different beast.
