One option is to use an actual 68000 CPU. Just take over the bus (somehow :-)) and then the 68000 can access any cards in the system (as well as the motherboard, of course). Last time I checked, the 68000 cost about $5 in quantity (plus the cost of any RAMs/EPROMs, and glue needed).
