The manual you want is:

Using the Open System Toolkit to Extend
the Streams Facility

Unless this manual has been completely rewritten since it
was released, it's pretty dense reading. I don't know that
I'd suggest investing a lot of time on writting Apollo
type managers. I don't think it's going to be included
in OSF/1.
