It sounds like your monitor and your disk drive (even if it's the A: drive)
are too close together.  Try moving them so they are at least 6 inches apart
at the closest point, and then fiddle with one or the other until the
jitter goes away.

If the disk causing trouble is not the A: disk, then look at your cable
routing.  If your monitor cable and your disk drive cable run close together
(side by side) for any distance, then you risk not only monitor jitters, but
data corruption on your disk as well.

(I once put a stepper motor and its cable too close to a signal
conditioning module and its wiring.  Blew out the EEPROMS in the SCM.
