It seems that these has a "smart" serial port which disables itself on boot if you have another serial port. It also disables itself on warm boot if you are running UNIX and have a getty on the port when the system shuts down. Does anyone have a program which will turn the port back on without a power cycle? Dell has been sympathetic but not helpful.
