Thanks for all who answered.  I failed to insert right parameters
in CONFIG.SYS file.  To get HHSCAND.SYS working with a logitech
handscanner You have to give folllowing parameters:

  DEVICE = HHSCAND.SYS /A=280 /I=0 /D=1 /H=8 /W=105 /T=20

      A = I/O address base (in hexadecimal)
      I = H/W interrupt (0 = not used)
      D = DMA channel, 1 or 3
      H = ????
      W = width of scan (105 millimeters)
      T = timeout (20 seconds)
