If you're using the default toc styles, that's the problem. There is a right tab at the end, but 1/4" before it (at 5-3/4") is a left tab, which generates the dots and aligns the numbers. Note that between the title (chapter 1, etc.) and the number is a single tab. If you change the left tab at 5-3/4" to a right tab with the same leader characters, things should work like you want them to.
