  The most populous city I've built was about 250,000.  The city score
averaged around 610.

  The highest 'city score' I've had (that lasted several years) was about
800.  The city in question was a small (~15,000) town on a river and in
a forest.  (Actually, thanks to the terrain editor this mimicked the layout
of a town I know.  The real town has a population of about 200 though.)
