As I read that person's complaint, it sounded like the annoyance was that the application provides no way to dismiss its own dialogs, but relies on the window manager. I can see how a person could be annoyed by this. I can also see a number of potential pitfalls to this approach. In the realms of truth and beauty, it seems that if one manipulates application controls to post the dialog one ought to be able to manipulate application controls to dismiss it. Relying on outside services seems decidedly asymmetric.
