Silly me. 
To get around the problem all I needed to do was allow for
the default page length, then set the header margin to 0 and
the bottom margin to 0.

Sometimes you just overlook the obvious and go for the hack
approach. At least I got a chance to look at the C code generated
by the report section. (Lots of goto's ;-)
