I had seen in a local computer store a package called something like:
"Developers Kit for Windows" (it was essentially C libraries with a
Windows debugger I believe) 

Has anyone used this package for developing windows apps?  If so, how
hard is it to use, and how long does a SMALL (if there is such a thing)
windows app take with it?
