Is it possible to configure ELM in such a way that it uses the local
signature file for machines in our local domain and the remote signature
if sending mail outside our domain?
Or did anyone modify ELM to get this behaviour?

What do other people do who send mail within their domain (or local network
or company), but to users on other systems/workstations?
Those people probably aren't interested in mail addresses, phone number,
internet and uucp addresses, but people outside your company are.
