There's NO reason this HAS to cost a lot. All one needs do is e-mail to them at Compuserve. True, you wouldn't have the benefit of reading other's problems/solutions, and wouldn't get THEIR feedback. But, if the issue simply is to get in touch with Borland's people ONLY, the e-mail method would be a good solution.
