I think the problem is solved. For those who find themselves in the same boat at some time in the future (or present) the solution is (hopefully) FTP Software. It turns out that the people who thought it was too expensive were dealing with a quantity 1 price. When site licensing and Educational discounts are taken into consideration, they become not only the best solution but also very reasonably priced.
