I couldn't find one in the usual places. "PostScript to Troff"???? Are you sure you don't mean the other way around? Converting PostScript to troff would be nearly impossible for most documents. If you want troff to do PostScript you can get psroff via anonymous ftp from gatekeeper.dec.com.
