I would break this down even further: the part that is the same for all hosts regardless of architecture, o/s version and UNIX vendor; the part that is the same for all hosts running the same o/s version from the same o/s vendor regardless of architecture (I believe that this is what Sun intends with their /usr/share directory); the part that is the same for all hosts of the same architecture running the same o/s version; and the part that is always unique for a particular host.
