Of course the Motif style guide specifies few of the mnemonics and less of the accelerators, but I get the idea. This is one of the few times that I would recommend looking into XVT. It has an API that will run under both Motif and character displays. I don't think much of it from the standpoint of writing full-fledged Motif apps, but if you are already constrained to dealing with character terminals it might well be a good fit.
