With apologies if this was not your intent - BUT everytime I've ever heard this brought up it has been (sooner or later) in the context of "blame" morally or legally. It is as if people think that someone else is supposed to be responsible for their own well being. As the safer sex information put out by many of our local agencies points out "It's your body, and your responsibility to protect it." Personally I think someone who is HIV+ ought to tell sex partners before anything is done, but that's a personal call. I can't see anything but trouble in the direction of trying to make that a "should". More information and education can surely be done so that people will know what precautions to take - no argument that more needs to be done.
