First off, I would like to thank all the people that sent me
mail with suggestions and tips.  I did finally solve the problem.
Here's what happened:

When I had some files I wanted to download, I TARed them together
and then ran compress.  Then I downloaded the Compressed TAR file
to my system and then Uncompressed it.  Here is where the problem
lay: In my uncompress routine.  Although I made sure no Cr/LF
translation took place during the download, the uncompress routine
still did some translation, in essence, corrupting the TAR file.
Now all I need is too find an uncompress that won't do this.
