Does anyone know of a PHIGS library for Turbo-C?  The only one I have
found in my limited search is Z-PHIGS, which sounds good but costs
over $700.  I would like to start working with PHIGS, but don't have
that much to spend.

Public domain would be great, but anything say, under $200.  I don't
expect perfection or even completeness, but anything to start with
would help.
