Both places have it there even though it isn't clear to me that it is rightful for it to be there. U of Delaware owns the source, I simply maintain it out of the goodness of my heart or something like that. People who are CSNET members or received the 4.3-BSD distribution have rights to MMDF source, as do Army sites. Others are "supposed" to approach U of Delaware, but that Dave Farber takes care of the liscense detail and he's not at Delaware anymore. Instead he's at UPENN (farber@dsl.cis.upenn.edu). Something that is there right now which you might be able to use to do what you want is the "prog" channel.
