With the current telecommunications system, it's become obvious that you could be halfway across the world from the "scene of the crime." Say I break into the US Secret Service's computer and subtly alter all of their payroll and information files (gee, I wonder where a fantasy like THAT could come from? :-)). What could they do about it, since I'm a Canadian citizen and reside in Canada?
