I was so impressed by the number and quality (in breadth&depth) of 
papers inspired by Internet Engineering problems presented at this
(and last) years ACM SIGCOMM Symposium that a strange idea
occurred to me on the way back to the UK (partly fueled by 2 other
experiences):

We run a distance learning University in the UK called the Open
University; I successfully supervised a student through to his PhD
over the UK Academic network last year;

Why not institute a graduate internet school?

(or is it too early?)
