I have heard of the BOOTP and RARP protocols, so I guess what I need is BOOTP or RARP server software. Our main machines are VAX running VMS with 6.4 CMU TCP/IP and a Sequent S27 with DYNIX (BSD 4.2 UNIX). The PCs will probably be running NCSA telnet (which does RARP I believe).
