I agree there is a shortage of good scientific programming, but you might
want to take a look at MATLAB, which is a port of the original Unix version
(written in Fortran).  It does almost everything you would like to do w.r.t.
matrix algebra, and has some 2D and 3D plotting abilities.  It's available
via FTP, although I forget which site I got my copy from :-).
