A while back my system began doing the same thing (2000, Sony CPD1310). Then one day I happenned to be fooling around with one of those PAL boot utilities that came across the net. To stabilize the screen when swiching back and forth from PAL to NTSC required adjusting the vertical hold control. I noticed that by moving the control just a little bit, I could produce/clear up an effect just like you describe. So, try fiddling with the vertical hold. See?
