Does any kind sole know where or how to get the 'Apple Video Utility'?

It is an INIT which:
1) reprograms the classic Mac II video board to output a close-to-NTSC
   signal
2) provides a flicker filter that filters each two scan lines into
   one filtered (2 pixel thick) line, to eliminate screen flicker
   when displaying and recording.

I really need the flicker filter, so if something similar exists...

I have no access to FTP etc, so maybe someone could email the package?
