I remember many of these home-computers using UHF 36, but (at least mine) TI 99/4A's used VHF 4. If you don't have anything better to do with it, I'd be interested in reobtaining one (I lost my own - sigh). A shipment from California to Europe might be a bit exaggerated though :-) (Perhaps ypu know somebody travelling to the IR-party in Germany at 31-Nov till 31-Dec ? ;-) It was a nice machine for its time, though TI was a bit restrictive about its inner values...
