In other words, the LaTeX output is originally printed on 8.5 x 11 inch paper, but the cut sheet size for the final printed document will be smaller (say 7 x 8.5 inches). (The cut sheet size is determined by \textwidth, \textheight, left margins, header and footer height, etc.) The crop marks appear outside of the cut sheet area, and indicate the edges of the cut sheet.
