Yes, disable 'Save Changes'...  :->  Anyway, you can edit the PROGMAN.INI in
order to make the groups ordered the way you wish.

BTW, if you decide to 'Save Changes', the groups will be ordered by the 
recency of usage.  The most recently used group will be the first in the
chain at the beginning of a new Windows session.
