My take on this is that, yes, deep kissing is a risk for HIV transmission, but it is such a small risk that I will take it knowingly, provided that the other person also understands and accepts the risks involved. Obviously, the risk is greater when there is direct access to the blood stream, and lesser when there is no such access. A person who bleeds after brushing or flossing teeth may want to wait a bit before engaging in deep kissing (That's what TV and extended foreplay are for, among other things..).
