A few days ago, there was a list of 
introductory references on Neural nets.
One of them is:


J IEEE Transactions on Acoustics, Speech, and Signal Processing
V 2
N 4
P 4--22


This reference does not appear in this journal, but it does appear in
IEEE Acoustics, Speech, and Signal Processing Magazine


Apparently IEEE puts out  two journals:
1. IEEE Transactions on Acoustics, Speech, and Signal Processing
and
2. IEEE Acoustics, Speech, and Signal Processing Magazine
[Note: the word "Magazine" is part of the title]


It took me a little while to find this out.
I hope this is of help to anyone.
