If I have a box, X, that produces SQL queries at one end, and a copy of
University Ingres (that only understands QUEL) at the other end, am I:

(1) in luck: there's an SQL-to-QUEL translator that will bridge the gap
    for me and doesn't cost a penny and here's what I do to get it, or

(2) kind of in luck: there's something that, with some work, will do most
    of what I want, or costs money, or <some other losing constraint>, or

(3) out of luck!
