    I have a problem running mh under gnu-emacs. Whence mh-rmail is loaded in
    emacs, it says something: Searching for program: no file or directory of
    /usr/local/mh/inc. 

The variable mh-progs is not set correctly in your Emacs.  This
variable tells mh-e in what directory to find the MH user programs.
Set it correctly in site-init.el and dump a new Emacs.

Emacs tries a number of directories when setting mh-progs, but I guess
it doesn't include the one you use.  Where is "inc" on your system?
