Looks like the latest (on uunet) is still 1.37.1. I think it has the libraries, but not absolutley sure. You can ftp it from uunet.uu.net. Actually there is a version, which is at least one better. g++ 1.37.2 is available f.e. from tut.cis.ohio-state.edu. I couldn't find any major differences and decided not to bother, with throwing out g++ 1.37.1 and installing g++ 1.37.2, but if you are starting from scratch, you might as well use the newest (as far as I know) version.
