Thanks for the replies, there were quite a few of them.
To summarize:  There is no public domain FORTRAN though GNU is working on
it, there are $100 FORTRAN's that obey the 64 kb segment limit, f2c from
cmu and research.att.com is the best bet if you have a good C compiler.
