Maybe I misunderstood you, but can't you access the mainframe directly through a tty port? At school I dial up and use the 3270/950 emulation built into Procomm Plus. It emulates TVI950, but allows the entire keyboard set of a 3270 terminal to be emulated. Some VT100 emulators, I have found, are not quite up to par, Procomm's included, but especially Q-modem. They don not correctly emulate the entire keyboard.
