A software vendor could probably swing a deal with Microsoft to package the full Windows 3 system with its product, but at the relatively small cost ($90-110 on the street) for the full Windows 3 system there is relatively little need for a dedicated version. Clearly, there will be some cases where a potential user has no need for using Windows on more than one application, but to me it's significant that this is the first time I've seen or heard of anyone seriously asking about the run-time system.
