Have you done it? Microsoft announced at the Windows 3.0 introduction that they will not offer run-time versions/licenses for version this product. However, their position on Windows 2.1x run-time licenses were ambiguous. It seems if you already have a run-time 2.1x license, you can continue to distribute it.
