Has anyone had this problem?  Is there a solution?

I am running PC-DOS 4.01 on an IBM PS/2 Model 70 with a 8513 monitor.
I seem to be having problems switching video modes when using the M
editor that comes with MSC 5.1.  

Here is the problem.

If I am in 25 or 43 line mode and my tools.ini file sets height to 48 
lines for M, the display begins to flash and the text moves across the display
along a diagonal.  If I don't try to set the height I experience no problems.
