  Well, Rocket Ranger is not impossible because I have beat it many of times.
I don't have cheats but do have some tips.

To get to the moon faster do this.

When the game begins go to map then place agents in Russia and Egypt or some
Scand. Countries before you go rescue the Doc's daughter. When you come back
your agents will have infiltrated the countries then convert them right away
but don't go flying around just wait a few months. The key is to slow down
the blimp with countries in North Africa and Europe ---Block its path which
will allow a lot of time to find rocket parts. As I said before don't go flying
off to a country if a rocket part is found use your year that you have at the
base to convert countries because each time you go on a trip the blimp will
defeat a country so if you don't go it has to travel there and destroy it.

Just go to Sites that have Fuel and Rocket Parts don't worry about the other
things because it will just slow you down.

When You get to the moon start from your left and work slowly to your right but
not to slow because this arcade part is timed. --Paractice firing the gun.

With these hints the came should become easy.

P.S.  If the Blimp seems to be moving fast and takeover countries at a super
fast rate just give up and start over because then it is IMPOSSIBLE to Win!!!
