The only way I've found to do it (and I don't remember how I figured it out but I think it was just the way the docs were worded) is to fly up close to them and EXACTLY match speed, heading, and altitude for a while. After pacing them like this for a minute or so (can't tell if getting a weapons lock on them helps or not) they'll turn back and you'll get the congrats. It's not real easy but with practice it's not bad. The weird thing is this - once I decided to follow them back instead of going straight home. It took a long time but eventually they made it back to land and maneuvered for final approach to the airport. THEN, for no apparent reason, they veered off and headed back out to sea.
