Faster processing of Uses, i.e., precompiled headers.
Currently, THINK Pascal is SLOW, and it's primarily due
to the long time it takes to load TCL.  If THINK Pascal
were to look for and load TCL.fast if it existed and was
newer than TCL.p then things would be much faster.
