This would confer the following benefit: rotated text could be exchanged between all applications that already support it. I believe that, while quickdraw comments can contain rotated text, the method of specifying rotation and reading the rotation comments has not yet been specified. How much would this cost apple R & D ? Not much, in my opinion.
